California now limits many non-health-and-safety HOA fines to $100 unless a board specifically finds a health or safety impact during an open meeting. Associations must provide owners opportunities to cure violations and utilize dispute-resolution procedures before escalating enforcement. Strengthens owner procedural protections and expands internal dispute-resolution requirements.
